Quality Assurance RFP update

Moran Technology Consulting has been named the Apparent Successful Bidder to provide independent Quality Assurance services for the ctcLink project.

The QA RFP elicited proposals from across the country and after a thorough evaluation process, Moran Technology was identified for their team’s expertise with projects similar to ctcLink and their experience with multiple higher education clients over the last 30+ years.

External QA is not only required by Washington State’s Office of the CIO for large scale technology projects, but it’s critical to the success of any complex project. As Moran Technology said in its proposal, “Even with the best intentions by all parties, projects can move outside acceptable boundaries of scope, time, and cost.”

The firm will provide independent validation that the ctcLink project team has an accurate view of the project status and progress and has appropriate plans in place to manage risks associated with the project. The QA team will also advise the project team on effective strategies for dealing with key issues and risks that may arise during the project, with the ultimate goal of ensuring the business objectives of the ctcLink project are achieved on-time and within budget.

ctcLink is a single, centralized system of online tools for student services and administrative functions for all 34 community and technical colleges in Washington. In the next several years, ctcLink will be implemented on every campus, providing online tools for everything from admissions to graduation. The first three ("FirstLink") colleges came online in August 2015. A wave of 8 more colleges (cleverly named "Wave 1") will switch over to the new ctcLink system in August 2016, followed by Wave 2 in 2017 and Wave 3 in 2018.
